U.S. denies GM tariff relief request for China-made Buick SUV

WASHINGTON — The Trump administration has denied a General Motors Co request for an exemption to a 25 percent U.S. tariff on its Chinese-made Buick Envision sport utility vehicle. The denial of the nearly year-old petition came in a May 29 letter from the U.S. Trade Representative's office saying the request concerns "a product strategically important or related to 'Made in China 2025' or other Chinese industrial programs." The midsize SUV, priced starting at about $35,000, has become a target for critics of Chinese-made goods, including leaders of the United Auto Workers union and members in key political swing states such as Michigan and Ohio. GM said on Tuesday it was aware of the denial and has been paying the tariff since July. GM has not raised the sticker price to account for the tariff. Buick Envision sales fell in the United States by nearly 27% to 30,000 last year and fell another 21% in the first three months of 2019. Only a small number of vehicles are built in China and sold in the United States. Last month, the U.S. Trade Representative's Office also denied a request by Chinese-owned Volvo Cars for tariff exemptions for mid-size SUVs assembled in China after the automaker sought an exemption for the XC60, its top selling U.S. vehicle. GM, the largest U.S. automaker, argued in its request that Envision sales in China and the United States would generate funds "to invest in our U.S. manufacturing facilities and to develop the next generation of automotive technology in the United States." GM said last year the "vast majority" of Envisions, about 200,000 a year, are sold in China. Because of the lower U.S. sales volume, "assembly in our home market is not an option" for the Envision, which competes with such mid-size crossover vehicles as the Jeep Grand Cherokee and the Cadillac XT5. Ahead of the July 2018 start for higher import tariffs, GM shipped in a six-month supply of Envisions at the much lower 2.5 percent tariff rate, Reuters reported in August 2018.

2018 Buick Regal's base price is almost $2,500 cheaper than last year's

Along with the launch of the Buick Regal GS, Buick released official pricing for all three versions of the Regal, and they're very competitively priced, especially the Sportback. The part-sedan, part-hatch Regal Sportback starts at just $25,915. That's more than $2,000 cheaper than the previous generation 2017 Buick Regal sedan, which started at $28,385. Along with the savings in cost comes a standard turbocharged 2.0-liter four-cylinder making 250 horsepower and 260 pound-feet of torque - 295 pound-feet with optional all-wheel drive. That's a significant step up from the standard naturally aspirated engine in the previous-generation Regal that makes just 182 horsepower and 172 pound-feet of torque. The new Regal's hatch also provides more flexibility for loading cargo, and the cargo space expands from 14.2 cubic feet in the old model to 31.5. View 12 Photos The TourX wagon, or crossover depending on your opinion, comes with a $4,000 premium over the Sportback, with a base price of $29,995, matching what was revealed last month. It gains only about an extra cubic foot behind the rear seats, but with the seats folded, it has 73.5 cubic feet to play with. It also comes with standard all-wheel drive and the engine with 295 pound-feet of torque. Plus, it has the added ride height and plastic body cladding that gives it the same trendy look shared with the Subaru Outback, Volvo V60 Cross Country, and Audi A4 Allroad. It is a few thousand more than the Outback, but it undercuts the Volvo by roughly $10,000 and the Audi by almost $15,000. Then, for performance, there's the Regal GS. It starts at $39,990 and has a 310-horsepower V6 and standard all-wheel drive. It also features all of the versatility of the regular Regal Sportback. GM follows up Lambda CUV stop-sale with tire recall

In late January, General Motors announced a stop-sale for about 6,281 examples of the 2015 Chevrolet Traverse, GMC Acadia and Buick Enclave because of the possibility for the treads cracking on their 18-inch Goodyear Fortera HL tires. At the time, GM said that this would also eventually lead to a safety campaign to repair the problem, and the National Highway Traffic Safety Administration has just published those details. GM's recall covers 5,876 of the three Lambda platform crossovers to replace their tires. According to NHTSA, if the treads crack, there could be a loss of pressure and possible failure. Goodyear already announced its own recall of the tires after internal testing found small tread cracks. The company did not believe this was safety issue, but the problem did put the rubber out of compliance with federal laws. The business's safety campaign covered an estimated 48,512 tires. Of those, around 32,000 were reportedly made for GM to either be fitted to vehicles or sold as replacements. The remainder went to the aftermarket. Goodyear's portion of the recall is expected to begin around February 20.
